The provision of services regarding the Integrated Project Management is developed starting from the idea / investment program of our Customer until its conclusion; licensing and final delivery of the Project.

This service allows our Customer to develop a Project with cost optimization and maximizing the resources efficiency, constituting F.G.P. the interceding agent, bearing responsibility before the Customer, for meeting the quality, cost and time/deadline goals, set for the accomplishment of the Project.

The main steps and functions to be implemented within this activity are as follows:

Project Program

This stage involves the following actions to be performed:
- Market research and feasibility study;
- Compilation and editing of the elements of our Customer`s program defining, namely,:
- Scope of the construction works;
- General characteristics of the construction works;
- Data on the construction site location;
-Topographical, mapping, geotechnical elements; surveys on the existing buildings and networks of local infrastructure; vegetation and landscape, environmental and other characteristics;
- Basic data on the requirements of behavior, functioning, operation and maintenance of the construction works, taking into account the regulations;
- Cost estimation;
- A general indication of deadlines for the project design and execution of the construction works;
- Compilation and / or setting of Quality Goals;
- Compilation and / or setting of Time Goals;
- Compilation and / or setting of Cost Goals;
- Creation of a “Project Procedures Manual”, which lists and defines, in a systematic approach, all the aspects of the previous paragraphs, that are relevant to the conduct of the Project, constituting a reference document capable of ensuring the consistency of operation of all interceding participants in the implementation and completion of the Construction Project as a whole.


1. Projects

The F.G.P. is responsible for the preparation, coordination, compatibility and combination of plans and projects required for the fulfillment and completion of the Construction Project program, validating them as “Ready for Implementation”;


2. Contract Management

The main services, in this context, that the F.G.P. should provide are:
- Drafting and preparation, for approval from the part of the Customer:

- Of programs and terms of invitation to tender / tender specification dossier, that are fundamental for the procedures of Construction Project contracts drafting / acquisition of service supplies;
- Of agreement drafts, for contractor companies / services providers to be contracted by the Customer, for the purpose of realization of the Construction Project, and the subsequent selection of contractors and suppliers;
- Assessment of proposals received by the Customer, all relating to the works to be executed and to the materials or services to be purchased or hired by the Customer, for the purpose of realization of the Construction Project;
- Recommendations and counseling regarding proposals selection, as well as, technical, commercial and legal support, when drafting the contracts for the execution of works and for the materials or services to be bought or hired.


3. Construction

The main services, in this context, that the F.G.P. should provide are those corresponding to the coordination and supervision of contractors` work contracts; planning and quality control of the works; quantity and cost control; safety and health at work control and environmental requirements management, in order to ensure the execution of the Construction Project within the quality, price and time parameters, predetermined and expected by the Customer and in compliance with all legal provisions.


4. Project delivery

The main services, in this context, that the F.G.P. should provide are:
- The delivery of the completed works of the Construction Project to the Customer and submission to the competent Public Entities, inclusively, carrying out inspections, measurements, and testing of all equipment and systems installed, making a lists of “anomalies” and coordinate their resolution with the contractors, prior to the provisional acceptance certificate and to the final acceptance certificate issuance;
- Customer support and guidance regarding the licensing of the Construction Project and of the special facilities at the competent Entities, with a view to obtaining the use / occupancy permits.
DIRECT MANAGEMENT AND ADMIN. OF NEW CONSTRUCTION WORKSSee More
The provision of services of the direct management and administration of new construction works develops and is performed after the conceptual design, planning, preparation and elaboration of a project and until its completion; licensing and final delivery of the works.

This service allows our Customer to develop a Construction Project with cost optimization and resources efficiency enhancement, constituting the F.G.P the interceding agent, bearing responsibility before the Customer, for meeting the quality, cost and time/deadline predefined goals for the accomplishment of the Project.

The main steps, partially overlapping, and functions to be implemented within this activity are as follows:

Phase 1 - Preparatory work

- Analysis of projects, to determine and assess the compatibility between the architectural design and specialty domain engineering project and applicable legal provisions, in order to avoid additional costs, during construction, due to projects` errors and omissions;
- Study of possible alternative solutions with regard to finishing works and special facilities, in order to adjust the construction cost estimations to the investment / quality levels intended and expected by the Customer for the project;
- Preparation of detailed programs of phasing the construction project, its analysis and presentation to the Customer, until the establishment of a final strategy to be adopted;


Phase 2 – Launching the invitations to tender / Contracts.

- Consultancy, coordination and assessment of price proposals and negotiations;
- Preparation of tender launching programs and tender specifications dossiers;
- Administrative organization of procedures and terms of invitations to tender, regarding the price proposals discussion;
- Analysis of proposals of contracts, that will be submitted by various contractors, comparing them with the cost estimation, time and technical characteristics of the tender specification documents;
- Customer support and assistance in negotiations to be undertaken with the selected contractors, until the conclusion and signing of the construction contract.


Stage 3 – Coordination and supervision of construction

The services to be developed, at this phase, are, essentially, the coordination of activities of different intervening participants in the construction process (contractors, designers technical assistance and others), in addition to supervising and controlling the construction contracts in terms of quality, time and cost goals achievement.

3.1) Preparation phase of the works
- Right after the selection of contractors and during the preparation and start-up phase of construction, the F.G.P. performs the following main activities:
- Studying and defining the construction site;
- Analysis of methods and procedures for the construction process proposed by the contractors;
- Work tasks programs for the construction works contracts;
- Elaboration of the quality plan of the works and scheduling of the main inspection and testing procedures;
- Defining the procedures and actions regarding monitoring and administrative control of the construction works contracts;
- Assignment of the construction works contracts.
- Submission of notification to the Authority for Working Conditions (ACT) regarding the construction site opening.

3.2 - Construction Phase

In the construction phase itself, the main activities to be undertaken by F.G.P. are as follows:
- Monitoring and verification of compliance with work tasks programs of the construction contract jobs and supplies;
- Verification of proper implementation of the works;
- Control of the contractors’ consultations and orders;
- Workshop production control concerning the quality and deadlines;
- Monitoring and administrative control of construction contract jobs / supplies, including discussion and approval of invoices and the preparation of the respective accounts and analysis of the proposal of the excess/insufficiency of works and respective reporting notifications;
- Issuing expert opinions and advices on the permanence, eventual removal or replacement of technical personnel and managers of the contractors;
- Coordination of interceding process, concerning the works, of other entities related to the Construction Project (designers technical assistance, inspection by the competent official entities);
- Organization, monitoring and secretariat services for the periodic meetings with the different intervening participants in the construction process;
- Preparation of monthly reports on the progress of the works;
- Compilation and verification of all documentation, records and drawings;
- Testing the acceptance procedures of the building, and of the installed equipment and systems;
- Conclusion procedures regarding contractors’ accounts and final payment;
- Provisional acceptance of the works and preparation of the respective certificates, including verification and monitoring of any corrections to be made by the contractors;
- Supervision and coordination of the elaboration of the final blueprint/ technical specification dossier of the works;
- Inspection and supervision of work, in compliance with technical specifications of the project and under the applicable legislation;
- Monitoring and assistance during licensing process, of the works and of the special facilities, carried out by the competent entities.

This service is provided and starts at an initial stage of a project / construction works, after the project`s drafting stage. With the development of this service provision, progressively referred to at the construction phase and respective contracting procedures, we aim to ensure our Customer an optimization approach of the quality / price ratio and, also, ensure the completion of the works in compliance with the quality, price and deadlines terms.

The main steps and activities of this service are:

1. Review / analysis of the implementation project
Overall verification of projects “Ready for implementation”, in order to ensure compatibility between plans and projects, under applicable legislation, enabling:
- An optimization of overall cost of the works, resulting from an efficient design of chosen technical solutions;
- Completion of the works, within the agreed price range, by eliminating additional expenses and costs caused by projects’ errors and omissions.


2. Contract management
- Price proposals consultancy and administrative / technical management procedures for tendering process, ensuring that the program of the works, the quality and the type of working operations for the project, are written down and reflected in drawings as integral parts of the procurement documentation, to avoid additional costs in the realization of the works caused by projects `errors and omissions;
- Analysis of price proposals, in compliance with the required technical provisions of the tender process, and elaboration of respective reports; - Customer support in negotiations with potential contractors;

3. Construction
The services to be performed, during the construction phase, are essentially the coordination of activities of the different intervening actors in the construction process (contractors, designers technical assistance and others) ,as well as, the control of the planning and execution of the works, quality control, quantity and cost control, conditions of safety, hygiene and health at work control and the control of environmental requirements, in order to ensure the execution of the works within the parameters desired and expected by the Customer and in compliance with all legal provisions;

The main steps and functions of this activity are as follows:

3.1 Preparation phase of the works

During the preparation and start-up phase of construction, the F.G.P. performs the following main activities:
- Studying and definition of the construction site;
- Analysis of methods and procedures for the construction process proposed by the contractors;
- Work tasks programs for the construction works contracts;
- Elaboration of the quality plan of the works and scheduling the main inspection and testing procedures;
- Defining the procedures and actions regarding monitoring and administrative supervision of the construction works contracts;

The preparation phase of a project is a great importance stage for the conduct and realization of the works and of the construction project, considering that the elaboration and development of projects with good and efficient technical solutions, duly combined with each other in a compatible manner, is key factor and necessary condition for optimizing time, quality and costs established goals of implementation and maintenance of the works and of the construction project.
F.G.P. offers services of specialized technicians in engineering and architecture, to provide management and coordination assistance, necessary to project realization, in terms of urban planning studies; land division and plot allocations, landscape and interior architecture and engineering.
For an efficient service provision, F.G.P. ensures the coordination of the project through a Project Manager, a senior technician within the permanent company`s staff, with vast experience in coordinating, planning and supervision of projects. The Project Manager is assisted by multidisciplinary teams specializing in different technical skills of urbanism, architecture and engineering, assembled and constituted as required by the provision of services and according to Customer needs.
Our human resources, composed of company’s employees and affiliated consultants, playing a major role in coordinating the projects, either during licensing phase or execution phase, ensure the compatibility between the construction projects and between the architectural design projects and specialty domain work projects, in order to guarantee, to our Customer, an overall cost optimization of the works, by cutting off additional expenses arising from projects` errors and omissions.

Verifying the material compliance with the program set by the Customer;
Deliberating on the overall design of the works;
Conducting a verification process aimed at detecting errors or omissions;
Verifying the construction drawings and plans;
Checking the consistency and organization of the construction drawings and plans;
Checking the sufficiency and adequacy of the construction drawings and plans towards the Specifications of the project;
Comparing the construction drawings with the written plans targeting to verify the consistency between the both of them;
Assessing the detailed work plan adequacy;
Checking the organization consistency of the construction drawings and plans;
Confirming the location and implementation of the works;
Confirming the indication of constituting materials of the works;
Assess the practical implementation of the project given the constraints and conditioning factors of the site and the construction’s phasing process;

Verification of the Written Parts of the Project
- Checking the consistency between the different written parts of the project, in particular, with regard to the technical specifications;

- Checking the Descriptive Document, and making sure it contains all the materials to be used in the construction works and all the conditioning factors;
- Detecting possible errors in the written parts of the project;
- Evaluating compliance with the regulations` requirements;
- Verifying if there is a need for some additional calculations in the most significant project pieces;
- Checking the compatibility between the solutions defined in each one of the specialty domain work plans;
- Checking the information on the services affected by the works.


Verification of Measurement
- Checking the measurements and their consistency with the type of intended construction works;
- Verifying the adequacy and sufficiency of the project planning;
- Making re-measurements, spotting possible errors and omissions;
- Checking the compatibility between the solutions defined in each one of the specialty domain work plans;
- Checking that the measurement criteria is adequate and complete;
- Checking the compatibility of the measurements and measurement criteria with all the pre-set working procedures and construction methods.


Checking the Budget
- Checking the numbers and calculations and the accuracy of the various allocated budget pieces and their compatibility with the corresponding measurements pieces and measurement procedures.


Verification of Specifications Document
- Checking the existence of the Specifications Document and its consistency with the type of the intended construction works;
- Checking the consistency of the Specifications Document to the type of construction works, legislation, standards and technical specifications, etc.;
- Verification of the existence and sufficiency of Special Technical Provisions for all the planned work operations;
- Checking the compatibility between the solutions defined in each one of the specialty domain work projects;
- Checking the adequacy of the Special Technical Provisions regarding the type of construction works intended, taking into consideration the materials and construction methods adopted.

The F.G.P. promotes, under this service provision, inspections of residential, industrial and commercial buildings and facilities, in order to determine, at the time of inspection, the overall condition of the building.
After the inspection is performed, the F.G.P. prepares a technical diagnosis report, which contains anomalies, violations and non-conformities detected and the corrective procedures and rectifications to be implemented, in order to remove and solve anomalies, violations and non-conformities, with regard to:
- Civil construction and finishing works;

- Support and supervision of the Health and Safety Plan fulfillment;
- Assess the development and changes of the Health and Safety Plan for the execution of the works;
- Analyze the adequacy of safety procedures documentation;
- Supervise the coordination of the activities of companies and independent workers involved in the construction process on the construction site;
- Coordinate verification of the correct application of working methods to the extent that they wouldn’t affect safety and health at work;
- Promote mutual communication, between all intervening participants on the construction site, of information about professional risks and hazards and their prevention;
- Regularly inform the Customer about the results of the evaluation of safety and health on the construction site;
- Inform the Customers about their responsibilities pursuant to the applicable legislation.
ENERGY PERFORMANCE CERTIFICATIONSee More
The Energy Performance and Indoor Air Quality Certificate (CE), of a building or autonomous fraction, is a document issued under the National System for Energy and Indoor Air Quality Certification of Buildings (SCE), that classifies each building according to its energy performance.
